*The Chief Executive will consider for appointment as members of the HKADC nominees returned from the nomination exercise for a term up to 3 years commencing 1 January 2011.
Phase I: Registration of Members of the Nominating Bodies
(30 March to 10 May)
Arts Organisations/Individual Arts Workers
Arts organisations/individual arts workers specified in the gazette G.N.4115 dated 29 June 2007 as members of the nominating bodies of the respective arts interests will continue to be members of the nominating bodies for this term without the need for re-registration unless they wish to update their particulars or change the arts interests under which they were registered in 2007
Arts organisations or individual arts workers participating in the nomination exercise for the first time must apply for registration as members of the nominating bodies of their respective arts interests in order that they can participate in the subsequent phases of the nomination exercise including voter registration, nomination of candidates, electioneering and voting
Arts organisations should return the completed application form A and the supporting documents required
Individual arts workers should return the completed application form B and the supporting documents required
Individual members of the nominating bodies specified in the Gazette G.N.3329
Individual members of nominating bodies, that is, individual arts workers, upon registration and gazettal in Phase I, will automatically become voters and do not need to register
Individual members/ eligible employees/ group or corporate members of the organisational members of the nominating bodies specified in the Gazette G.N.3329
(a) Individual members
be aged 18 years or above
must have joined the organisation for not less than one year prior to the start date of this nomination exercise, i.e. 30 March 2010
(b) Eligible employees
be aged 18 years or above
must have been directly involved in arts creation, direction or performance in the organisation for not less than one year prior to the start date of this nomination exercise, i.e. 30 March 2010; or have been responsible for co-ordination or promotion of arts events or stage management in the organisation on a full-time basis for not less than one year prior to the start date of this nomination exercise, i.e. 30 March 2010
(c) Group/corporate members
for group/corporate members of the organisations concerned, only one representative of each group/corporate member is eligible to be registered as a voter
(a) or (b) or (c) can apply for voter registration via their arts organisations that have been specified as members of the nominating bodies. The latter should fill out and submit the voter registration forms to the nomination agent, please refer to the related guidelines for details. In case the organisations to which (a) or (b) or (c) belong have been specified as members of the nominating bodies of more than one arts interest, (a) or (b) or (c) should be registered under only one of those arts interests.
Phase III: Nomination of Candidates
(3 August to 16 August)
The candidate shall –
(a) be aged 18 years or above; and
(b) be a registered voter of the arts interest for which he/she is standing for candidature; and
(c) be nominated by 5 proposers or 1% of the number of the registered voters from the same arts interest (whichever is the higher)
The proposer shall –
(a) be a registered voter of his/her arts interests
(b) make only one nomination in the nomination exercise
Phase IV: Electioneering and Polling
(20 August to 19 September)
Electioneering
All electioneering activities shall commence only after the official announcement of the list of candidates
The HAB-appointed nomination agent will assist the candidates in sending out their platforms to voters by mail, as well as arranging other electioneering activities
Polling
3 days for polling on 17 - 19 September 2010(from 9 a.m. to 9 p.m.)
A “cross-arts interests voting” system will be adopted (That is, if there are no uncontested seats, each registered voter will be voting for each of the 10 arts interests, casting a total of 10 votes)
Counting of votes will be conducted after 9 p.m. on the last polling day. The results will be announced after the completion of vote-count
