Established in 1995, the Hong Kong Arts Development Council (HKADC) is a statutory body set up to promote the development of arts in Hong Kong. The HKADC comprises 27 members, of which a Chairman, a Vice-chairman and not more than 22 other members shall be appointed by the Chief Executive of Hong Kong. Of the 22 other members, up to 10 are nominated by specified arts interests. The 10 specified arts interests are Arts Administration, Arts Criticism, Arts Education, Chinese Opera (Xiqu), Dance, Drama, Film Arts, Literary Arts, Music and Visual Arts.
The terms of office of the HKADC current members will expire on 31 December 2010. The HAB conducted an exercise to nominate representatives of 10 arts interests for the next term of the HKADC commencing 1 January 2011.
There were a total of 29 eligible candidates standing for nomination this year. Among the 10 arts interests, one candidate in the arts interest of Drama was running uncontested while no nomination was received for the arts interest of Arts Criticism. Therefore, no polling was conducted for these 2 arts interests. Nominations for the other 8 arts interests (Arts Administration, Arts Education, Dance, Film Arts, Literary Arts, Music, Visual Arts and Chinese Opera (Xiqu)) were determined by polling. A “cross-interest voting” system continued to be adopted this year. Voters from all the 10 arts interests could cast votes for candidates standing for nomination in the 8 contested arts interests.
Polling was held from 17 to 19 September 2010 at the Hall of The Tsim Sha Tsui District Kai Fong Welfare Association, 136A Nathan Road, Kowloon, Hong Kong (map). Upon completion of polling at 9pm on 19 September, ballots were immediately counted. Of the 7,071 registered voters, 1,909 turned out to vote for their representatives in the 8 contested arts interests. The voter turnout rate was 27%.
